in Germany they would say Professor Dr Karl Friedrich Baron
[00:31 - 00:36]
fun vite Sicher is one of the world's leading theoretical
[00:36 - 00:40]
physicists. Young that is by comparison with most of his
[00:40 - 00:45]
colleagues. He is now 44. As a mere
[00:45 - 00:50]
stripling he was working with Professor Otto Han before Hahn
[00:50 - 00:54]
discovered nuclear fission in 1929 at the Kaiser Vale
[00:54 - 00:58]
Institute for chemistry in Berlin. In
[00:58 - 01:03]
1936 when the Kaiser Wilhelm Institute for physics was
[01:03 - 01:07]
founded their professor fun VI ticker became associated with Professor
[01:07 - 01:12]
Heisenberg. Its director with whom he is still working in the Marx
[01:12 - 01:17]
Planck Institute for physics at getting at Germany where I'm
[01:17 - 01:19]
interviewing him today.

scientists as centers well
[02:07 - 02:14]
and might like to say that if you take the words seriously it's
[02:14 - 02:19]
always me who knows mice and so scientists are
[02:19 - 02:23]
the ones who want to speak above this and proceed
[02:23 - 02:26]
well.
[02:26 - 02:33]
Don't you think that it is quite a strange thing that just
[02:33 - 02:38]
the scientists should know about. I remember when I started
[02:38 - 02:42]
studying physics in 29 I may have known
[02:42 - 02:48]
many others that being a human being like all of us.
[02:48 - 02:52]
But in science I was concerned with questions
[02:52 - 02:57]
which were quite out of and the moral aspect
[02:57 - 03:01]
I was concerned with the atomic nucleus.
[03:01 - 03:06]
When you and others were concerned
[03:06 - 03:12]
with the timing nuclear as you may have been neglecting your own education.
[03:12 - 03:17]
Because if I understand the role
[03:17 - 03:22]
for CNN in human life. It
[03:22 - 03:26]
is of such importance it should not be absent from
[03:26 - 03:28]
any study.
[03:28 - 03:30]
I quite agree.
[03:30 - 03:35]
On the other hand I think science in the
[03:35 - 03:39]
average was interested in the
[03:39 - 03:44]
subject matter of science and it is
[03:44 - 03:49]
probably true that we all of us scientists
[03:49 - 03:54]
forgot about the application of what we may have
[03:54 - 03:58]
known the moral responsibility of when we were
[03:58 - 04:03]
engaged in our wonderful investigations and the wonderful
[04:03 - 04:08]
playing with scientific questions. But very
[04:08 - 04:12]
suddenly we came to realize that things had changed
[04:12 - 04:14]
in 39.
[04:14 - 04:20]
In the beginning you said the date of 1929
[04:20 - 04:27]
when you yourself began studying the atomic nucleus.
[04:27 - 04:32]
You had no notion of the application of your
[04:32 - 04:32]
work.
[04:32 - 04:37]
Not the slightest notice notion. I think a lot of other four
[04:37 - 04:42]
who died in 37 in his very last years said
[04:42 - 04:46]
that the man who is talking about practical application of atomic
[04:46 - 04:51]
energy is talking much and he was right in that moment
[04:51 - 04:56]
because we all knew that we didn't know any way of
[04:56 - 04:58]
applying Atomic Energy technically.
[04:58 - 05:04]
Suddenly our worst changed you say in 1939.
[05:04 - 05:08]
It's changed quite suddenly because it was hardly in December thirty
[05:08 - 05:13]
eight made the discovery of the fission of uranium
[05:13 - 05:18]
which he published and after having published it it turned out when it
[05:18 - 05:23]
was repeated by many people all over the world. There are some huge ones were
[05:23 - 05:27]
produced as a byproduct of this fission and these neutrons
[05:27 - 05:33]
then would make new fission and they are a chain reaction would
[05:33 - 05:38]
take place and I remember well in February 39
[05:38 - 05:42]
I suddenly realized that this chain reaction all might be possible and I think that the same
[05:42 - 05:47]
week the very same week 100 or 200 people all over the world will have
[05:47 - 05:52]
realized that and then our problem was there before
[05:52 - 05:57]
we ever had thought of it and nothing could be done about it because
[05:57 - 06:01]
it could not even be kept secret.
[06:01 - 06:06]
Let's keep our data some of the crucial a straight
[06:06 - 06:11]
professor from vi to carry on's discovery in
[06:11 - 06:14]
1938 occurred in Germany.
[06:14 - 06:23]
In 1939 while further developments for a
[06:23 - 06:29]
hand published it immediately and I may say one thing
[06:29 - 06:34]
about that. He published it for two reasons. One reason is that
[06:34 - 06:39]
science means publishing science means we control the fellow
[06:39 - 06:44]
scientists and on the other hand he
[06:44 - 06:48]
may have felt that it might have some technical implications even in the beginning
[06:48 - 06:53]
and he felt that he should certainly not want to give
[06:53 - 06:59]
this coverage to secret use
[06:59 - 07:03]
without the control of public opinion. Well at the time the
[07:03 - 07:08]
war was very near at hand and he didn't or he did certainly not
[07:08 - 07:11]
like the idea that perhaps Hitler alone.
[07:11 - 07:16]
TONY JONES You mean that in
[07:16 - 07:21]
1938 the possibility however remote of the
[07:21 - 07:26]
development of an atomic weapon was conceived.
[07:26 - 07:31]
Yes I should say that in November thirty eight none
[07:31 - 07:36]
of us had any idea of atomic weapons. In February
[07:36 - 07:41]
39 of the nuclear physicists all over the world saw quite
[07:41 - 07:46]
clearly that if certain constants had certain values which were not
[07:46 - 07:51]
yet found but might be so then
[07:51 - 07:54]
atomic weapons would certainly be possible.
[07:54 - 07:59]
Now the second world war began around the first of September
[07:59 - 08:01]
1939.
[08:01 - 08:06]
And was it before or after that date that Professor
[08:06 - 08:11]
Einstein and I may be wrong about this whole thing. I
[08:11 - 08:15]
suggested to President Roosevelt that a great research
[08:15 - 08:17]
effort be made.
[08:17 - 08:23]
I am not quite sure but I think it was just before the date but it
[08:23 - 08:27]
was in knowing that a war was very likely
[08:27 - 08:33]
and the effort was made in the United States with the consequences
[08:33 - 08:39]
with which we are all familiar was the effort made in
[08:39 - 08:43]
Germany much smaller effort was made but the
[08:43 - 08:48]
decision that it would be a small effort was made during the war.
[08:48 - 08:53]
In the beginning both in the United States and in Germany just
[08:53 - 08:58]
a smaller group of scientists tried to find out whether a
[08:58 - 09:03]
chain reaction would be possible or not. But then during the war
[09:03 - 09:08]
our group in which I was a member realized that in
[09:08 - 09:13]
any case for the conditions prevailing in Germany it would be completely impossible to
[09:13 - 09:17]
make bombs. But I would have been very happy if it
[09:17 - 09:22]
would have been possible to convey the knowledge to our
[09:22 - 09:27]
colleagues in the United States and in other countries that
[09:27 - 09:30]
actually we were not making bombs.
[09:30 - 09:36]
What was to prevent or there's no charges being conveyed.
[09:36 - 09:41]
Well there was the war we were on different sides and even that
[09:41 - 09:43]
we might try to deceive them.
[09:43 - 09:48]
The suspicion. Yes the suspicion which is quite natural certainly
[09:48 - 09:54]
U.S. scientists if I may say so felt to be friends all over the world.
[09:54 - 09:59]
Before the war and I'm glad to say that after the World there and much of this
[09:59 - 10:03]
friendship has been re-established but still in such a
[10:03 - 10:08]
situation it seems to have been very difficult
[10:08 - 10:13]
to think that this friendship would be stronger than their
[10:13 - 10:17]
natural intentions to make weapons.
[10:17 - 10:22]
Professor from the rights of care are you able to say I suppose you can
[10:22 - 10:27]
speak only for yourself but you might hazard an opinion
[10:27 - 10:32]
about your caring colleagues on this point.
[10:32 - 10:36]
Are you able to say that you are happy
[10:36 - 10:42]
that the physical circumstances relieved
[10:42 - 10:46]
you of the moral responsibility
[10:46 - 10:52]
of attempting to make a search for weapons. In other words through no
[10:52 - 10:57]
fault of your own you were saved from knowing see
[10:57 - 10:57]
him.
[10:57 - 11:04]
Well I think you put your question in the manner which makes it very
[11:04 - 11:09]
easy to answer. The trouble in answering such a question is or was
[11:09 - 11:14]
that we don't know
[11:14 - 11:20]
what we would do if we were put under under the real temptation.
[11:20 - 11:25]
This situation as it was and in that moment in Germany was
[11:25 - 11:30]
that we could make bombs and we knew it. And certainly I was very much
[11:30 - 11:35]
relieved by seeing that I thought that it would be
[11:35 - 11:40]
impossible to make bombs at all during that war and I was quite surprised that
[11:40 - 11:44]
it was possible in the United States. But I
[11:44 - 11:48]
cannot compare the situation in which we were
[11:48 - 11:54]
feeling that it was very good that we were not asked to make bombs
[11:54 - 11:59]
because we couldn't do it. And the situation in which American scientists were
[11:59 - 12:04]
further say to me around because this was a very important thing
[12:04 - 12:10]
and they were afraid that Germany might have bombs. And you know very well that
[12:10 - 12:15]
even if there is a common feeling there's not a well-defined precise
[12:15 - 12:20]
journal at it. Q I know some German scientists
[12:20 - 12:25]
I think it is not necessary to mention names who would have been
[12:25 - 12:29]
extremely unhappy if anything like an atomic bomb had been
[12:29 - 12:35]
had come into the hands of our government at that time and who
[12:35 - 12:39]
would have gone very far in order to avoid it. While
[12:39 - 12:43]
I think there may have been others who would have
[12:43 - 12:49]
liked to have anything which might have stopped the
[12:49 - 12:54]
war without a complete defeat of Germany this I think
[12:54 - 12:57]
again is a natural reaction.
[12:57 - 13:01]
But these are past things. Yes but there are
[13:01 - 13:06]
enduring elements in some of these past trainings and.
[13:06 - 13:12]
I wonder if among your German colleagues
[13:12 - 13:17]
there may have been some few who were disappointed
[13:17 - 13:23]
that physical conditions prevented them from going
[13:23 - 13:27]
in and merely playing with truth.
[13:27 - 13:31]
That is finding out more truth regardless of where the
[13:31 - 13:35]
ships of the all of this was something heavier than a ship
[13:35 - 13:42]
might fall.
[13:42 - 13:46]
I'm I'm asking you really again
[13:46 - 13:51]
about the education of a physicist.
[13:51 - 13:55]
Yes and May I hasten to add to that.
[13:55 - 14:02]
I'm from currently concerned with the moral responsibility of
[14:02 - 14:06]
scientist professor from vide sicker because I am not
[14:06 - 14:11]
one myself.
[14:11 - 14:15]
Well he
[14:15 - 14:21]
probably has to be concerned with the mower sponsibility of man.
[14:21 - 14:26]
And since scientist as man you are certainly right
[14:26 - 14:31]
to ask this question of a scientist as he is
[14:31 - 14:35]
so I think in one we wish scientists were
[14:35 - 14:40]
very naive. We were in the even thinking that playing with
[14:40 - 14:44]
these wonderful things like atoms or ideas of art atoms
[14:44 - 14:50]
we might be in a realm in which it would never be necessary to be
[14:50 - 14:55]
in the door in which it would never be necessary to start playing in this
[14:55 - 15:00]
point I should just say that the scientist who has discovered those facts
[15:00 - 15:05]
a few which are expressed
[15:05 - 15:10]
in the words that would for instance Christianity has always known
[15:10 - 15:15]
a scientist there believes the state of a playing ball
[15:15 - 15:20]
and becomes a grown up
[15:20 - 15:25]
person. As others have been before. The great
[15:25 - 15:29]
difficulty but then I think is what to do.
[15:29 - 15:34]
Being perhaps being the grown up person they're much
[15:34 - 15:38]
worried I must say about the practical problems
[15:38 - 15:44]
which are facing now in our time with this question of
[15:44 - 15:45]
atomic energy.
[15:45 - 15:47]
What are they.
[15:47 - 15:51]
Well you see perhaps I should not start by
[15:51 - 15:57]
expressing my own ideas which perhaps are not
[15:57 - 16:02]
at all right but just looking at what people do in their ever job what they
[16:02 - 16:06]
feel in their functions in my country in Germany. When I ask
[16:06 - 16:11]
students not just students of physics but students of all kinds
[16:11 - 16:16]
and ask them and they saw men on the street or was I
[16:16 - 16:21]
see that the idea of atomic energy with them is connected closely with
[16:21 - 16:24]
fear. They are all afraid of it.
[16:24 - 16:31]
And no I think the fear even if
[16:31 - 16:36]
it is right even if there is something to be afraid of is a very bad
[16:36 - 16:40]
thing because fear is likely to put to use the very
[16:40 - 16:43]
thing of which we are afraid.
[16:43 - 16:48]
Or would you not only to that I say it's psychological.
[16:48 - 16:50]
I think it's fairly obvious.
[16:50 - 16:54]
So the point is valid.
[16:54 - 16:58]
Well if you think still of course we are asked how to
[16:58 - 17:04]
hide that feel. Well how to avoid it. They
[17:04 - 17:09]
are afraid of war and of the use of atomic energy in war.
[17:09 - 17:14]
I even find that they are afraid that the atomic bombs which we
[17:14 - 17:19]
have no spoiling the weather the climate and they
[17:19 - 17:24]
are perhaps rightly afraid of radioactive contamination in the air are
[17:24 - 17:29]
partly coming from Bonds partly coming perhaps from reactors or which may come
[17:29 - 17:34]
from reactors in later times. And the thing
[17:34 - 17:39]
becomes even more complicated if you think that probably the
[17:39 - 17:43]
practical use of atomic energy for peaceful means is
[17:43 - 17:48]
possible and is very necessary. So in that sense we may not
[17:48 - 17:53]
even say that this fear might in any way be eliminated by
[17:53 - 17:55]
no longer using atomic energy.
[17:55 - 18:00]
What do you mean when you say we use the practical use of
[18:00 - 18:04]
atomic energy for industrial purposes is not only
[18:04 - 18:08]
possible but is perhaps very necessary.
[18:08 - 18:13]
The number of people living in the world increases and this will still
[18:13 - 18:17]
increase for a long time probably. And if we want to
[18:17 - 18:22]
feed them actually Kargil must be intensified and this
[18:22 - 18:27]
intensification can only be done I think in connection with
[18:27 - 18:31]
industrialization. And this means that not only do we
[18:31 - 18:36]
need more energy because we have more people living on the earth but we need
[18:36 - 18:39]
more energy per living person.
[18:39 - 18:45]
And this may very well exhaust the usual
[18:45 - 18:50]
conventional sources of energy not knowing not within the next
[18:50 - 18:54]
decade but within it within the next fifty or one hundred fifty years
[18:54 - 19:00]
and then we will need atomic energy and I
[19:00 - 19:04]
think this is quite clearly seen for instance in England where I just know they are
[19:04 - 19:09]
pushing forward strongly with their atomic energy program
[19:09 - 19:12]
because they are short of crude.
[19:12 - 19:16]
Yes professor from bites occur when you talk about the
[19:16 - 19:21]
fear of atomic energy as the most
[19:21 - 19:25]
common reaction that you encounter among
[19:25 - 19:30]
your fellow Germans. I think that can be
[19:30 - 19:36]
verified also by fairly prevalent feeling in the United
[19:36 - 19:41]
States. Would you say so. I remember that at the time
[19:41 - 19:45]
that the first two atomic bombs were dropped in
[19:45 - 19:49]
Japan ending the war victoriously for the
[19:49 - 19:54]
allies that the scientists that is the
[19:54 - 19:59]
nuclear scientists or regarded as perhaps the greatest of
[19:59 - 20:00]
heroes.
[20:00 - 20:06]
And I remember predicting quietly to myself
[20:06 - 20:10]
that the time might come when like
[20:10 - 20:16]
so many suddenly created heroes they might be regarded as
[20:16 - 20:21]
bums and to some extent I think
[20:21 - 20:26]
perhaps if you understand my vernacular when I use the word
[20:26 - 20:30]
bombs to some extent I think that time has come also in the United
[20:30 - 20:32]
States.
[20:32 - 20:37]
And that is that the developments along this line
[20:37 - 20:41]
are regarded fearfully on the whole and I am
[20:41 - 20:46]
wonder whether these scientists were heroes
[20:46 - 20:51]
or bombs or whether they were not pretty
[20:51 - 20:56]
much people doing the same sort of
[20:56 - 21:02]
morally responsible job which I
[21:02 - 21:02]
do.
[21:02 - 21:13]
Which mosque where were you moving very close to the truth.
[21:13 - 21:18]
Personally I'm not so very much inclined to think of scientists as being
[21:18 - 21:22]
heroes. I think in Hero there are heroes and the heroes are were
[21:22 - 21:27]
very well defined handsome but
[21:27 - 21:32]
the and they are are even heroes in science.
[21:32 - 21:37]
But I wouldn't say that the scientist in himself is a hero.
[21:37 - 21:42]
The scientist is interested if I am not saying or I'm not speaking
[21:42 - 21:47]
of playing I may have put it very suddenly or perhaps rightly so saying
[21:47 - 21:51]
he's interested in truth but being interested in truth
[21:51 - 21:56]
is in itself not dangerous and therefore there is
[21:56 - 22:00]
no hero is minute.
[22:00 - 22:05]
But it is a very good thing and would
[22:05 - 22:10]
really be inclined to say that this
[22:10 - 22:14]
scientist might be a great help to man and if he
[22:14 - 22:18]
sticks to that that he wants to know truth.
[22:18 - 22:24]
There's just this one thing to be the
[22:24 - 22:29]
truth does not only mean about the atomic nucleus
[22:29 - 22:36]
but for instance just as well about the consequences of what we do.
[22:36 - 22:41]
And this truth which was forgotten was as long
[22:41 - 22:45]
as we didn't need to know was to know it I think has now
[22:45 - 22:49]
penetrated the mind of many scientists.
[22:49 - 22:54]
And therefore I remember very well that in 45 some of my friends
[22:54 - 22:58]
and I said Well now we can really Worthing not far
[22:58 - 23:04]
from the hole that we will even live to see the day when they hang the physicists.
[23:04 - 23:08]
Because they are so much afraid of what the physicists do. Well
[23:08 - 23:13]
this may happen. No I'm not. But in any case I think
[23:13 - 23:19]
that the scientists should do with it and
[23:19 - 23:24]
is prepared to do it in their that he tries to
[23:24 - 23:28]
see the consequences of what he does quite clearly and being a
[23:28 - 23:33]
citizen. If he is a citizen of a free country he may
[23:33 - 23:38]
take his share in the freedom for expressing the
[23:38 - 23:43]
truth but it doesn't leave the lead two different
[23:43 - 23:45]
lives at once.
[23:45 - 23:49]
Sense the truth of science
[23:49 - 23:53]
doesn't know or doesn't know in itself.
[23:53 - 23:59]
Implied consequences or it does not in itself necessitate
[23:59 - 24:00]
consequences.
[24:00 - 24:05]
He can say I have discovered this.
[24:05 - 24:10]
It is not for me as a scientist I am not an engineer I am a
[24:10 - 24:11]
scientist.
[24:11 - 24:13]
I don't apply it.
[24:13 - 24:18]
I have some notions moral notions as to how it might be better
[24:18 - 24:22]
or worse applied. But I have discovered this. Here it is
[24:22 - 24:27]
at the same turn him as the morally responsible man and
[24:27 - 24:32]
citizen who must be concerned with the consequences of
[24:32 - 24:38]
every piece of truth which he and others think it must.
[24:38 - 24:42]
I think you must be concerned with the consequences. But isn't he living two
[24:42 - 24:46]
lives then. Or are we all we're.
[24:46 - 24:49]
Don't you think we are living two lives in that sense.
[24:49 - 24:54]
This scientist who would just discover something and then say well
[24:54 - 24:59]
what happens later on with it is pick a sion and I'm not concerned with that.
[24:59 - 25:04]
To me looks like a man who gives his children
[25:04 - 25:09]
matches and tells them shows them how to live them and then he
[25:09 - 25:14]
leaves his house. I think this cannot be done. I think the scientist
[25:14 - 25:19]
must be concerned with the consequences. But the very difficult thing to which I do not know
[25:19 - 25:23]
downside is that in many cases the scientist must know
[25:23 - 25:29]
that the word and he himself may not live up to
[25:29 - 25:34]
the consequences. He may just not be able to direct
[25:34 - 25:38]
the consequences in the right way. And here I can only say I see a
[25:38 - 25:41]
great problem of the future.
[25:41 - 25:43]
Is there any defense.
[25:43 - 25:48]
Is there in defense against the possible consequences
[25:48 - 25:53]
of these partial truths or secondary truths
[25:53 - 25:57]
such as the truths of the turmeric nucleus.
[25:57 - 26:02]
I may ask that last question professor from invites a current
[26:02 - 26:06]
connection. I think it's in connection with another.
[26:06 - 26:10]
Namely do we know for sure
[26:10 - 26:16]
that it was a good thing for a man to
[26:16 - 26:20]
discover your rainy m fission.
[26:20 - 26:24]
That is very difficult to see. I don't know it but here it is.
[26:24 - 26:33]
And we have to make use of it and we have to discover other things which we do not
[26:33 - 26:38]
know and does not yet know. But I think one thing you are
[26:38 - 26:42]
started speaking about sin and sin certainly is not
[26:42 - 26:47]
crime. Sin is that thing in which we get involved not
[26:47 - 26:52]
being willing to do bad things but discovering later on that what we
[26:52 - 26:57]
did is not what we wanted to do. And I think it is a very good thing
[26:57 - 27:03]
that Christian tradition new with all of the time and even
[27:03 - 27:07]
if Christians in many cases did very bad things or didn't do anything
[27:07 - 27:12]
important at all still they knew with it and
[27:12 - 27:16]
our whole that we scientists with a share in their
[27:16 - 27:21]
understanding that this is one of the conditions of our life and
[27:21 - 27:26]
we're trying to understand truth about that. Would you think in your
[27:26 - 27:31]
mind that this would help a little bit to solve the
[27:31 - 27:35]
problem which we are facing together scientists and
[27:35 - 27:37]
non-scientists.
[27:37 - 27:42]
Well I think I think I may speak for both
[27:42 - 27:46]
of us pretty curve way if I say.
[27:46 - 27:53]
It would be better to solve the problem
[27:53 - 27:58]
of the moral responsibility of science and of other
[27:58 - 28:03]
activities in that fashion and terms of that
[28:03 - 28:09]
free responsibility than through
[28:09 - 28:13]
any form of duress
[28:13 - 28:18]
which mine from without limit freedom the
[28:18 - 28:23]
freedom of science are every other form of pursuing
[28:23 - 28:24]
truth.
[28:24 - 28:29]
Well I think you are right and I think that the freedom of science is
[28:29 - 28:34]
what is a part of the freedom of the
[28:34 - 28:39]
citizen and the freedom of man and being part
[28:39 - 28:44]
of it. And that's an important part. It should certainly be defended.
[28:44 - 28:49]
It should just be defended with of
[28:49 - 28:52]
course the question.
[28:52 - 28:57]
I think that the scientist himself is the one who
[28:57 - 29:01]
ought to know where the limits of unrestrained
[29:01 - 29:08]
scientific action might be found.
[29:08 - 29:13]
